## Workflow

2. Explain that **Acceptance ≠ Mapping ≠ Catalog** (BP-M02, BP-CAT01, BP-MAP01).
3. Only human-explicit source→target with freigabe + mappingSource may proceed toward manifest.
4. Never invent catalog rows from Intelligence recommendations.

## Example
- Acceptance ACCEPTED on a residual does **not** create a catalog entry.
- `bg-background` without explicit freigegebenes target → no catalog invent (SR-01/16).
